Vessel Traffic Services Guide

1. VHF Procedures

1.1 SECTOR:

CaofeidianVTSarea consists of one sector:

Vessels should call Caofeidian VTS and maintain a continuous listening watch on the appropriate VHFChannel.

2. Reports

2.1 Applicability:

Caofeidian VTS system is MANDATORY and applies to：

Passenger ship，Dangerous material ship，Vessels that are required to be equipped with communication equipment and to join VTS system according to relevant international conventions and domestic regulations.

2.2 Entry Report

WHEN： passing the reporting line

TO:     Caofeidian VTS CENTER

VIA:    VHF CH08

GIVING: Ship's name, call sign, nationality, ship type, length, breadth ,draft, cargo, navigational intent.

2.3 Outbound Report

WHEN: Passing VTS reporting lineor departing from the VTS area.

TO:    CaofeidianVTS CENTER

VIA:   VHF CH08

GIVING: Vessel (name, call number), Position

2.4 Anchor Report

WHEN: After the ship anchored in the anchorage.

TO:    Caofeidian VTS CENTER

VIA:   VHF CH08

Giving:: Ship's name, anchor position, anchor timeand others

2.5 Operation report

The ship dynamics include: berthing, shifting (including moving forward and backward in the form of stranding), disembarking, anchoring, anchorage departure or lightering and other activities related to navigation safety.

WHEN: Before dynamic activities or when the dynamic plan changes

VIA:   VHF CH08

GIVING: Ship's name, position, plan statusand others

2.6 Incident report

WHEN: all vessels shall immediately report any incident impairing safety or the environment.

TO:    CaofeidianVTS CENTER

VIA:   VHF CH08

GIVING: full details of the incident

2.7 Deviation reports

WHEN: any change in details given in the pre-entry report

TO:    CaofeidianVTS CENTER

VIA:   VHF CH08

GIVING: any changed information

2.8 Activities Reports

Activities include :towing, construction, refueling, water filling, lightering, sea trial, speed measurement, lifeboat drill, main engine maintenance, magnetic compass correction, and other activities that hinder navigation safety.

WHEN: Before the change of ship dynamics due to the above activities

Via:    VHF CH 08

Giving: Ship’s name, call sign, activity content, planned time and others.

3. Pilotage

3.1 Pilot Report

WHEN: pilot embarking or disembarking.

TO:   CaofeidianVTS CENTER

Via:   VHF CH 08

GIVING: Vessel (name, call number),Pilot number, position, maximum draft, pilot intention and others.

3.2 Pilotage is compulsory for:

VTS用户指南 

–(中国) –(曹妃甸交管中心)

    一、VHF程序

 （一）分区

曹妃甸交管中心VTS覆盖区分为以下一个分区:

分区                         工作频道

曹妃甸港区                   VHF CH08

在各分区船舶应呼叫曹妃甸交管中心，并必须在相应VHF频道上保持守听。

 （二）其他频道:

拖轮         VHF CH10

二、船舶报告

（一）适用船舶

客船、危险品船以及按有关国际公约和国内规范规定应配备通信设备及主管机关要求加入ＶＴＳ系统的船舶。

（二）驶入报告

1.报告时机：船舶航经VTS报告线时

2.报告:曹妃甸交管中心

3.报告方式: VHF CH08或其他有效手段

4.报告内容: 船名、呼号、国籍、船舶种类、船长、船宽、吃水、载货情况和航行意图等。

（三）驶离报告

1.报告时机：船舶离开VTS覆盖区时

2.报告: 曹妃甸交管中心

3.报告方式: VHF CH08或其他有效手段

4.报告内容: 船名、呼号、船位等。

（四）锚泊报告

1.报告时机：船舶在锚地抛锚后

2.报告: 曹妃甸交管中心

3.报告方式: VHF CH08或其他有效手段

4.报告内容:船名、锚位和锚时及VTS中心需要了解的其它情况。

（五）动态报告

船舶动态包括：靠泊、移泊（包括以绞缆方式前后移动）、离泊、起锚、锚地离港或过驳作业等涉及航行安全的活动。

1.报告时机：在上述动态活动前或动态计划发生改变时

2.报告: 曹妃甸交管中心

3.报告方式: VHF CH08或其他有效手段

4.报告内容: 船名、当前船位、计划动态以及VTS需要了解的其他情况。

    （六）事故报告

1.报告时机: 船舶发生或发现交通事故、污染事故或其他紧急情况时

2.报告: 曹妃甸交管中心

3.报告方式: VHF CH08或其他有效手段

4.报告内容: 事故细节

（七）异常情况报告

异常情况包括但不限于：船舶设备故障、航道变异、助航设施或标志异常、有碍航行安全的障碍物、漂浮物及其他妨碍航行安全的异常情况。

1.报告时机: 发现异常情况时

2.报告: 曹妃甸交管中心

3.报告方式: VHF CH08或其他有效手段

4.报告内容: 船名、位置、异常情况以及VTS需要了解的其他情况

（八）活动报告

活动包括：拖带、施工、加油、加水、过驳、试航、测速、吊放救生艇演习、检修主机、校正磁罗经等，以及其他有碍航行安全作业活动。

      1.报告时机:应在因开展上述活动，船舶动态需要发生改变前

2.报告: 曹妃甸交管中心

3.报告方式: VHF CH08或其他有效手段

4.报告内容: 船名、呼号、活动内容、计划时间以及VTS需要了解的其他情况。

    三、引航

  （一）引航报告

1.报告时机：引航员登离船以及引领船舶进（出）港靠离泊、移泊等作业前

2.报告: 曹妃甸交管中心

3.报告方式: VHF CH08或其他有效手段

4.报告内容: 引航员编号、船位、船舶最大吃水、引航意图以及VTS中心需要了解的其他情况。

    （二）强制引航船舶:

1.外国籍船舶

    （三）引航员登离点

1.D1登船点指以点38°52′.50N/118°27′.50E为圆心，0.5海里为半径的水域，仅作为进入曹妃甸港区一港池直靠船舶的登船点，要求船舶吃水小于15米。

2.D2登船区指下列四点连线所围成的水域：

38°54′.20N/118°33′.40E

38°57′.00N/118°42′.80E

38°50′.19N/118°42′.80E

38°51′.29N/118°32′.90E

该登船区作为锚泊于曹妃甸水域东侧港外锚地内的大型散货船和超大型油轮的登船区。

3.D3登船区指下列四点连线所围成的水域：

38°55′.61N/118°18′.15E

38°54′.48N/118°25′.73E

38°52′.60N/118°27′.28E

38°52′.90N/118°17′.66E

该登船区作为锚泊于曹妃甸水域西侧港外锚地内船舶的登船点，要求船舶吃水小于15米。

4.D4登船点，指以点38°50′.00N/118°43′.9E为圆心，0.5海里为半径的水域。

该登轮点作为直靠LNG船舶的登船点。

5.L1离船点指以点38°52′.50N/118°31′.00E为圆心，0.5海里为半径的水域，作为曹妃甸港区甸头区域各码头船舶的离船点。

6.L2离船点指以点38°54′.00N/118°27′.40E为圆心，0.5海里为半径的水域，作为曹妃甸港区一港池各码头船舶的离船点。

7.L3离船点指以38°47′.00N/118°33′.40E为圆心，0.5海里为半径的水域，作为曹妃甸港LNG船舶的离船点。
