1. VHF Procedures
1.1 SECTOR:
Qinhuangdao VTS area consists of 1 zone:

Vessels should call Qinhuangdao VTS Center and maintain a continuous listening watch on the appropriate VHF channel.

1.3. VTS plans
The VTS area and sector, with their names and appropriate VHF channel, are shown in the plan.
(Area covered by Qinhuangdao VTS: the sector of waters with Nanshantou Lighthouse (39°54′39″.4N/119°37′00″.34E ) as center of the circle and 18 nautical miles as the radius. Reporting line is the same as the limit of VTS zone.)

Reports
2.1 Applicability:
Qinhuangdao VTS system is MANDATORY and applies to all vessels equipped with communication equipment according to relevant international conventions and domestic regulations, and required by the competent authority (except for fishing vessels and warships) . All these vessels MUST apply for permission to enter the waters of Qinhuangdao waters.
2.2 Arrival Report
WHEN: Passing/crossing the VTS reporting line (point) and/or approaching the berth or anchorage for approaching.

2.3 Inbound Report
WHEN: 10 minutes before anchoring or securing to a berth within VTS waters.

2.4 Pre-move and Pre-departure Report
WHEN: 10 minutes before departing or heaving up anchor.

2.5 Outbound Report
WHEN: Passing/crossing VTS reporting line (point) and/or departing from the VTS area.

2.6 Alteration report

2.7 Incident report
WHEN: All vessels shall immediately report any incident impairing safety or the environment, or any other emergency situation.

GIVING: Full details of the incident. All vessels shall report to VTS Center immediately by VHF radiotelephone or other effective means.
2.8 Observation Report
WHEN: Equipment failure has an impact on navigation safety or any conditions may affect the safety of navigation.(e.g. Fairway altered, aids to navigation or navigational facilities off-position, missing, damaged or abnormal, obstructions, drifting objects or other unusual conditions hampering the safety of navigation.)

2.9 Activity Report
WHEN: Carrying out any of the following operations:
1. Towing or speed trials in the fairway, or berth changed.
2. Anchoring in an area other than the designated anchorage.
3. Crossing fairway.
4. Passenger vessels shall report the name, the number of passengers, navigation plan and area to VTS Center 10 minutes before departing from berth.
5. Vessels to be engaged in towing, construction, bunkering, water supply or transferring shall report information including working time, position, working type, sailing route to VTS Center in advance, and a report shall be made in time upon completion.
6. Vessels carrying out the following activities in the VTS water areas shall take necessary safety arrangements and apply for permission from the VTS Center in advance and start such activities only after approval. A report shall be made in time upon completion.
(i) repairing main engine, steering gears, windlass, radio station, boiler and other equipment that will affect ship’s maneuvering ability.
(ii) navigation trial, testing engine and calibrating magnetic compass.
(iii) carrying out life-saving drill, firefighting drill, pollution prevention drill etc.
(iv) carrying out other operations that will affect the safety of vessels and port.

3. Pilotage
3.1 Pilot Report
WHEN: Pilot embarking or disembarking.
TO: Qinhuangdao VTS CENTER

GIVING: Name of ship, Position, Time, serial number of pilot, time of embarking/disembarking, ship’s position, maximum draft, sailing route and other information required by VTS Center.
3.2 Pilotage is compulsory for:
1. Foreign vessels.
2. Chinese nationality ships required by the competent authority.
3. Chinese nationality ships required by the Law and regulations.

4. Services Offered
4.1 VTS Center can provide information services according to the conditions of the jurisdiction, including other vessel dynamics, navigation AIDS, hydrometeorology, navigation alarm (information) and other relevant information services.
4.2 VTS Center may, upon request, provide the vessel with other information services, such as vessel performance, navigation AIDS, hydrology and meteorology, navigation alarm (information) and other relevant information.
4.3 VTS Center may, upon request, provide navigation assistance to the vessel in difficult navigation or bad weather conditions, or when the vessel is out of order or damaged. When the vessel no longer needs the above services, it shall promptly report to the VTS Center.
4.4 VTS Center may transmit salvage or decontamination information and coordinate salvage operations for the vessel or its owner, operator or agent when it deems necessary or at the request of the vessel or its owner, operator or agent.
5. Additional Information
5.1 Rules and regulations of Qinhuangdao Maritime Safety Administration
In addition to the International Regulations for Preventing Collisions at Sea, 1972, vessels navigating, berthing or carrying out operations within the VTS water area shall observe the following rules:
(a) Vessel shall navigate with caution, use a safe speed, keep a continuous listening watch on the VHF, and follow the instructions of the VTS Center.
(b) Vessels sailing in the harbor basin or fairway shall not overtake without permission of the VTS Center.
(c) Any vessel shall not cross the fairways and anchorage without the permission of the VTS center.
(d) No vessel is allowed to anchor in fairways, harbor basins and other anchorage prohibited areas, and anchoring in case of emergency must be immediately reported to the VTS Center.
(e) No vessel shall be tried or speed measured in the fairways or anchorage without the consent of the VTS Center.
(f) No vessel shall fish, sail or engage in any other activity that may hinder navigation safety in fairways, harbor basins or anchorage waters.
(g) Vessels sailing through the VTS area shall obey the command of the VTS Center, navigate the designated route, and report the navigation status of the vessels in time as required by the VTS Center.
(h) The pilot shall board (disembark) the vessel at the embarkation (disembarkation) point announced by the competent authority. For special reasons, the pilot shall board (disembark) the vessel at the area outside the embarkation (disembarkation) point, which shall be approved by the VTS Center.
5.2 VTS Center may take traffic restriction or prohibition measures accordingly under the following circumstances:
(a) Strong convective weather, storm, typhoon, cold wave and gale , poor visibility, and other bad weather, bad sea conditions.
(b) Natural disasters such as bank collapse, fairway damage or blockage occur.
(c) The actual scale of the fairway cannot reach its maintenance scale such as shallower depth and narrower width of the fairway.
(d) The density of vessels increases sharply in a short time, and the navigation order changes significantly.
(e) Abnormal water increase.
(f) Other conditions that affect safe navigation.
(g) Emergency rescue.
(h) Water and underwater activities.
(i) Drills.
(j) Military activities.
(k) Traffic accidents affecting navigation.
5.3 Communication
(a) VHF 16 is the channel for vessels in distress, urgency and safety calling; VHF 08 is used for the communication between the VTS Center and vessels. Vessels in VTS water area shall keep continuous listening watch on the designated channels, pay attention to listening to the navigational safety information broadcast by the VTS Center and reply the calling and inquiry from the VTS Center in time.
(b) Communication through VHF shall be brief and concise, and the working language of the VTS Center is standard Chinese or English.
(c) All vessels and coastal stations shall comply with the communication principles, and it is prohibited to occupy and disturb the working channel of the VTS Center; unless in urgent situations, all vessels and costal stations shall in no case interfere or disturb the communication of the VTS Center.
(d) In the circumstance of vessels in distress or carrying out search and rescue at sea, vessels not concerned shall in no case interfere the communication of distress and salvage.
5.4 Fairways and Speed limitation
(a) Fairway 160 (Main Fairway), Fairway 191 (Eastern Fairway), Fairway 130 (Western Fairway), Fairway 150, Fairway 215 (Coal Terminal of NO.3 Phase), Outer Fairway to Xinkaihe, Outer Fairway to Shanhaiguan Shipyard, Inner Fairway to Shanhaiguan Shipyard, Fairway to Qinshan chemical port, Fairway to Bohaichuanwu port, Fairway of Hadongli port.
(b) Ships in the fairways shall maintain a safe speed.
(c) All fairways within the VTS area are one-way fairways, vessels shall report to VTS Center before using the fairways.

（一）分区
秦皇岛交管中心VTS覆盖区分为以下1个分区:

二、船舶报告
（一）适用船舶
按有关国际公约和国内规范规定应配备通信设备及主管机关要求加入VTS系统的船舶。（渔业船舶和军事船舶除外）。
（二）抵港报告
1.报告时机：通过/穿越报告线（点）和或抵近泊位或者锚地抛锚。
2.报告: 秦皇岛交管中心

4.报告内容: 船舶（船名、呼号、船籍）、时间、船位、船舶类型、航行意图等。
（三）进港报告
1.报告时机：船舶拟进行靠泊、移泊前10分钟。

（四）开航报告
1.报告时机：船舶离泊或起锚前10分钟。

（八）异常情况报告
1.报告时机: 设备故障对航行安全有影响时或发现妨碍航行安全的异常情况(航道变异、导助航标志及设施移位、灭失、损坏等异常情况，以及发现有碍航行安全的障碍物、漂流物或其它妨碍航行安全的情况)。

（九）活动报告
1.报告时机（应在以下行动之前报告）:
1.1航道内拖带或测速，调整泊位；
1.2非锚地水域以外锚泊；
1.3穿越航道；
1.4客船应在驶离码头前10分钟向交管中心报告本船船名、载客人数、航行计划和航行范围；
1.5从事拖带、施工、加油、加水、过驳等作业的船舶应当在船舶动态发生变更前报告，经同意后方可进行；
1.6船舶在VTS区域内进行试航、测速、吊放救生艇演习、检修主机、校正磁罗经或其他对有碍航行安全的作业时，除按规定向主管机关办理相关手续外，还应当在作业开始前和结束后向VTS中心报告。

三、引航
（一）引航报告
1.报告时机：引航员登离轮。
2.报告: 秦皇岛交管中心

4.报告内容: 船舶（船名、呼号）、时间、引航员编号、登（离）船的时间、船位、船舶最大吃水、航行路线、及交管中心需要了解的其他情况等。
（二）强制引航船舶
1.外国籍船舶；
2.由海事管理机构会同市级地方人民政府港口主管部门提出报交通部批准发布的应当申请引航的中国籍船舶；
3.法律、行政法规规定应当申请引航的其他中国籍船舶。
（三）引航员登离点

四、提供的服务
（一）VTS中心可根据辖区情况提供信息服务，可包括他船动态、助航标志、水文气象、航行警（通）告和其它有关信息服务。
（二）应船舶请求，VTS中心可向其提供他船动态、助航标志、水文气象、航行警（通）告和其它有关信息服务。
（三）应船舶请求，船舶在航行困难或气象恶劣环境下，或船舶出现了故障或损坏时，VTS中心可向其提供助航服务。
船舶不再需要上述服务时，应当及时报告VTS中心。
（四）VTS中心认为必要的时候或应船舶或其所有人、经营人、代理人的请求，可为其传递打捞或清除污染等信息和协调救助行动。
五、其他信息
当地海事机构的特别规定
(一)在VTS水域内航行、停泊和作业的船舶，除应遵守《1972年国际海上避碰规则》的规定外，还应遵守下列规定：
1.船舶航行时，应当谨慎驾驶，使用安全航速，保持VHF连续守听，并听从VTS中心的指挥；
2.船舶在港池、航道内航行时，未经VTS中心允许，禁止追越。
3.未经VTS中心同意，任何船舶不得穿越航道和锚地；
4.任何船舶不得在航道、港池和其他禁锚区锚泊，紧急情况下抛锚必须立即报告VTS中心。
5.未经VTS中心同意，任何船舶不得在航道、锚地内试航或测速。
6.任何船舶不得在航道、港池、锚地水域捕捞、驶帆或进行有碍航行安全的其它活动。
7.航经VTS区域的船舶应服从VTS中心的指挥，按照指定的航线航行，并按照VTS中心的要求及时报告船舶航行动态；
8.引航员应当在主管机关公布的引航员登（离）船点上（下）船，特殊原因需在引航员登（离）船点以外区域上（下）船，应当报经VTS中心同意。
(二) 遇有下列有碍通航安全的情形之一时，VTS中心可以根据情况采取水上交通管制措施：
1.发生强对流天气、雷暴雨、台风、寒潮大风、能见度不良等恶劣天气、恶劣海况；
2.发生堤岸坍塌、航道损坏或阻塞等自然灾害；
3.航道水深变浅、宽度变窄等航道实际尺度达不到维护尺度；
4.船舶密度短时间内急剧增大，通航秩序显著变化；
5.异常增水；
6.影响航行的水上交通事故；
7.应急抢险；
8.水上水下活动；
9.演习；
10.军事活动；
(三)通讯：
1.VHF 16频道为船舶遇险、紧急和安全呼叫频道；VHF 08频道为船舶与交管中心之间通讯及业务通话频道；VTS水域内船舶应在规定的频道上保持连续守听，注意收听交管中心播发的航行安全信息，并及时回答交管中心呼叫询问。
2.使用VHF通话时应该简明、扼要，使用语言为汉语普通话或英语。
3.任何船台和岸台都应遵守公共通讯秩序，禁止占用和干扰交管中心的工作频道；除紧急情况外，任何船台和岸台不得影响或干扰交管中心正常通话。
4.当有船舶遇险或海难救助时，无关船舶的VHF不得影响遇险救助通讯。
(四)有助于船舶顺利进出港或通过的相关信息:
1.航道：VTS区域内包括下列航道：
160航道（主航道）、191航道（东航道）、130航道（西航道）、150航道、215航道（煤三期航道）、新开河外航道、山海关船厂外航道、山海关船厂内航道、秦山化工航道、渤海船务航道、哈动力航道。
2.航速：船舶在航道内，应使用安全航速。
3.进出港：VTS区域内所有航道均是单向航道，船舶进出港使用航道时，必须经VTS中心同意。
