Vessel Traffic Services Guide

1.VHF Procedures

1.1 SECTOR:

CangZhouVTSarea consists of 1 sectors:

Vessels should call CangZhou VTS and maintain a continuous listening watch on the appropriate VHFChannel.

1.3VTS area

Limit of VTS zone:Sector water area with south breakwater beacon of Huanghua port as its center (Latitude:38°20′24.559″，Longitude:117°55′22.647″), 28 miles in radius.The VTS report line is the same as the limit of VTS zone.

2. Reports

2.1 Applicability:

CangZhou VTS system is MANDATORY and applies to all vessels are equipped with the required communication equipment in accordance with the relevant international conventions and/or national rules and regulations and ships the competent authority may require to be governed by the VTS. All these vessels must apply for permission to enter the waters of CangZhou.

2.2 Entry Report

WHEN:Entering the VTS reporting line.

TO: CangZhouVTSCENTER

VIA: VHF CH 08

GIVING: Ship’s name,Call sign,Draft,Cargo,navigation intention, etc.

2.3 Arrival Report

WHEN: anchoring or securing to a berth within VTS waters.

TO: CangZhouVTSCENTER

VIA: VHF CH 08

Giving: Time,Position, etc.

2.4 Pre-move and Pre-departure Report

WHEN: before moving or departing.

TO: CangZhouVTSCENTER

VIA: VHF CH 08

GIVING: Ship’s name,Call sign,Draft,Time,Position,Destination,etc.

2.5 Outbound Report

WHEN: passing VTS reporting line (point) and/or departing from the VTS area.

GIVING: Ship’s name,Call sign,Time,Position,etc.

2.6 Deviation reports

WHEN: any change in details given in the pre-entry report

2.78 Incident report

WHEN: all vessels shall immediately report any incident impairing safety or the environment.

2.8Observations Report

WHEN: observing any conditions that may affect the safety of navigation.

Giving: Ship and Observations .

2.9 Activities Reports

WHEN: carrying out any of the following operations:

1. Towing or speed trials in a channel.

2. Anchoring in an area other than the designated anchorage.

3. Testing main engines, ship trials or calibrating magnetic compass.

4. Carrying out life-saving drill, fire fighting drill, pollution prevention drill, etc.

5.Carrying out other operations that will affect the safety of vessels or port.

3. Pilotage

3.1 Pilot Report

WHEN: pilot embarking or disembarking.

GIVING: Pilot’s number,Call sign ,Position, Position of pilot embarking or disembarking,Draft,Berth,etc.

3.2 Pilotage is compulsory for:

1.Foreign vessels;

2. Chinese vessels that are required in accordance with the competent authority regulations.

3.3 Pilot boarding stations (PBS)

1. Information Service (INS)

2. Navigational Assistance Service (NAS)

3. Traffic Organization Service (TOS)

4.Information for supporting the allied activities。

5. Additional Information

1.Channel: Huanghua port consists of the main channel, Coal port channel,Comprehensive port channel, Hekou port channel, Zhaodong channel. Especially in coal port 39# buoy to 47# buoy course 235°-055°,A11# buoy to 39# buoy course 239.5°- 059.5°. Comprehensive port 201# buoy to 217# buoy course 226.5°～ 046.5°,217# buoy to 261# buoy course239.5°～059.5°.

2.Speed: Vessels shall navigate carefully and maintain a safe speed within VTS area.

3.Restriction for entry and departure: Channels in coal harbor and Comprehensive harbor are long and narrow. Limitation may be imposed on over-sized vessels or under bad weather or dangerous situation.

一、VHF程序

（一）分区

沧州交管中心VTS覆盖区分为以下一个分区:

分区工作频道

1                            VHF08

在上述分区船舶应呼叫沧州交管中心，并必须在相应VHF频道上保持守听。

（三）VTS覆盖区示意图

沧州VTS覆盖区是以黄骅港南侧防波堤灯桩（北纬38°20′24.559″，东经117°55′22.647″）为圆心，28海里为半径的扇形水域。VTS报告线与VTS界线相同。

二、船舶报告

（一）适用船舶

沧州交管中心适用于按有关国际公约和国内规范规定应配备通讯设备及主管机关要求加入VTS系统的所有船舶。

（二）进港报告

1.报告时机：进入VTS报告线

2.报告:沧州交管中心

3.报告方式: VHF CH 08

4.报告内容:船名、呼号、吃水、载货情况及航行意图等.

（三）抵港报告

1.报告时机：船舶抵达VTS覆盖区内泊位或者锚地

2.报告: 沧州交管中心

3.报告方式: VHF CH 08

4.报告内容: 时间、船位等。

（四）开航报告

1.报告时机：船舶离泊或起锚前

2.报告: 沧州交管中心

3.报告方式: VHF CH 08

4.报告内容: 船名、呼号、吃水、时间、船位及目的地等。

（五）离港报告

1.报告时机：船舶通过报告线离开VTS覆盖区

2.报告: 沧州交管中心

3.报告方式: VHF CH 08

4.报告内容: 船名、呼号、时间、船位等。

（六）变化报告

1.报告时机: 船舶预报计划信息发生变化

2.报告: 沧州交管中心

3.报告方式: VHF CH08

4.报告内容: 变化的项目。

（七）事故报告

1.报告时机: 船舶发生影响交通安全和环境污染事故

2.报告: 沧州交管中心

3.报告方式: VHF CH08

4.报告内容: 事故细节。

（八）异常情况报告

1.报告时机: 发现妨碍航行安全的异常情况

2.报告:沧州交管中心

3.报告方式: VHF CH08

4.报告内容: 船舶与异常情况。

（九）活动报告

    1.报告时机（应在以下行动之前报告）

    1.1航道内拖带或测速；

    1.2非锚地水域以外锚泊；

1.3试车、试航和测试磁罗经；

1.4进行救生、消防、防污染等演习；

1.5其他可能影响船舶和港口安全的作业。

4.报告内容: 船舶（船名、呼号）、船位和其他信息。

三、引航

（一）引航报告

1.报告时机：引航员登离轮

2.报告: 沧州交管中心

3.报告方式: VHF08

4.报告内容:引航员编号、登（离）船位置、船舶吃水、靠（离）泊位等

（二）强制引航船舶

1.外国籍船舶；

2.根据主管机关规定必须引航的中国籍船舶。

（三）引航员登离点

四、提供的服务

（一）信息服务（应请求）；

（二）助航服务（应请求）；

（三）交通组织服务；

（四）支持联合行动信息（应请求）。

五、其他信息

（一）航道：黄骅港航道主要有煤炭港区航道、综合港区航道、河口港区航道、赵东航道。其中煤炭港区39#浮筒至47#浮筒航道走向235°～055°，A11#浮筒至39#浮筒航道走向为239.5°～ 059.5°，综合港区201#浮标至217#浮标航道走向为226.5°～ 046.5°，217#浮标～261#浮标航道走向为239.5°～059.5°。

（二）航速：船舶在VTS区域内航行时，应谨慎驾驶，适用安全航速行使。

（三）进出港限制：煤炭港区和综合港区航道均为狭长航道，船舶尺度超过限度、气象恶劣或发生危险情况，船舶进出港可能会受到限制。
